Panama continues to establish itself as one of the most attractive destinations for those who wish to enjoy their retirement in a stable and affordable country offering a wide range of benefits.
On August 27, 2026, Panama’s National Assembly approved Bill No. 226 in its third debate. The bill amends Law 6 of 1987 and expands the discounts available to retirees, pensioners, and senior citizens. The initiative expressly includes both Panamanian citizens and foreign residents. Who Will Be Eligible?
Foreign nationals will be able to access these discounts if they hold legal residency in Panama and can demonstrate their status as retirees or pensioners—as is the case for those who obtain residency under the Pensionado Program—or if they meet Panama’s qualifying age for senior citizens: 55 years of age for women and 60 years of age for men.
It is important to clarify that merely applying for residency or having a residency application in process does not immediately grant access to these benefits. Applicants must first obtain the required immigration status and present the documentation established by the applicable regulations. Once the residency process has been completed—and provided that the new law has entered into effect—they will be eligible to claim all the new or expanded benefits established by the law.
Main Benefits Under the Bill
The expanded and newly announced benefits include:
- Healthcare and medication: An increased discount on medication; a 25% discount on general medical consultations, specialist care, surgeries, and treatments; and a 15% discount at private laboratories, diagnostic imaging centers, and other diagnostic service providers.
- Hygiene and mobility products: A 20% discount on disposable adult diapers, along with discounts on wheelchairs, crutches, canes, walkers, and other medical supplies and accessories.
- Essential services: A 30% discount on residential internet service when the monthly contract does not exceed B/.50.00; a 30% discount on water service when the monthly bill does not exceed B/.30.00; and a complete exemption from fees and charges for procedures carried out before Panama’s Public Registry.
- Tourism and accommodations: A 50% discount at hotels, motels, hostels, and guesthouses from Monday through Thursday, and a 40% discount on Fridays, Saturdays, and Sundays.
- Recreation and entertainment: A 50% discount on admission to cinemas, theaters, concerts, major sporting events, visitor centers, and other public entertainment activities.
- Transportation: Discounts on airline tickets for domestic and international flights, as well as on intercity bus transportation, maritime transportation, and cruise travel.
- Financial services: Discounts on fees, commissions, and closing costs associated with loans and financing, as well as reductions in certain interest rates charged by banks and financial institutions.
- Funeral services: A 25% discount on funeral services, expressly including the purchase of caskets or coffins.
The New Discounts Are Not Yet in Effect
Although this approval represents excellent news, Bill No. 226 must still complete the legislative process, including presidential assent and publication in Panama’s Official Gazette.
Therefore, the new discounts cannot yet be claimed. The final percentages, conditions, and documentation requirements must be confirmed once the definitive text has been enacted and officially published.
This initiative undoubtedly reflects Panama’s commitment to protecting the financial well-being of its retirees, including foreign residents. It also strengthens the country’s position as an excellent option for those wishing to settle in Panama and enjoy a new stage of life.
